I would say that both are. They're just two different styles of dance. Kathak seems to have similar origins to ballet because my Indian dance friends who dance Kathak also dance ballet and both require it. I feel like Kathak is a bit more dramatic. Technique wise, I would say that ballet is more graceful because ballet focuses on showing grace through lines and elegance as if floating on water. That is the constant focus. Kathak has climaxes during the dance and the graceful lines are not the focus (flexed feet for example). Grace is all about how much effort shows through the dance. From what I've seen, more ballet shows that grace because its obvious that Kathak moves are hard, but that's not to say that Kathak dancers don't make the dance look graceful. Just overall, ballet has more potential to be graceful and more gracefulness to show.
