I would go with B, but my knowledge is based on a seminar of how Confucian views influenced Buddhism as it developed in China that I attended in March two days after having my wisdom teeth removed, so I might be wrong or remember it incorrectly. I believe that during both those dynasties government offices were held by the Literati, who had to be trained in all the normal gentry stuff (IE reading, writing, math, justice) but also able to write poetry and historical record.
