While the SOP has been developed by the OPA and the OEB, there has been a significant contribution by many “partners”: Hydro One, the IESO, a number of local distribution companies, renewable energy industry associations and government departments, just to name a few. The Ontario Energy Board (OEB) is the regulator of the electricity and natural gas sectors in the province. The OEB is responsible for setting rates, licensing participants and monitoring compliance for matters under the Board’s jurisdiction, including ensuring non-discriminatory access to the electricity system.
