Ritual Washings were a common thing for some sects of the Hebrew religion at that time. J the B wasn't coming up with anything new. Since he was from the line of Priesthood holders of that religion, he probably had had the ritual washings many times himself. John was alive after the birth of Jesus.

King Herod had John the Baptist beheaded after Jesus was an adult, and during His ministry. We don't know who baptized John. That detail isn't recorded in the Bible and probably wasn't something that was considered important.
