Who can perform the testing?

Any home performance testing contractor that is a certified HERS rater, or certified by either the National Comfort Institute or the Building Performance Institute is qualified to perform code-required testing. The contractor must be independent – they cannot be employees of the builder or any of the subcontractor. The testing contractor is also required to be registered with the City of Austin.
