Who decides if the Stormwater Pollution Prevention Fee will be restructured?
Approving the Restructuring is a two-step process. The first step is holding a Public Hearing to determine if there is a “Majority Protest.” In the absence of a majority protest following the Public Hearing, the City Council may order an election of property owners on the proposed Stormwater Pollution Prevention Fee Restructuring.
