Who governs Regional Policy Board?
It is governed by two Boards. The Representative Policy Board is composed of one representative from each of the 16 towns plus one member appointed by the Governor of the State of Connecticut. Representative Policy Board Members elect five persons to an Authority that serves a role similar to that of the Board of Directors in an investor owned utility. The Representative Policy Board is composed of one member from each of the municipalities comprising the District, appointed by the chief elected official of such municipality and approved by its legislative body, and one member appointed by the Governor. The member’s voting power is weighted under a formula based upon each municipality’s proportion of the District’s total number of customers and Authority-owned land area. No member has more than 15 of the total 101 weighted votes on the Representative Policy Board.
