Who is better at coin opps America or the UK?
I would think that the Brits are, just based on all their experience in Northern Ireland. The problem is that every situation is different. What worked in Northern Ireland or Bosnia might not work in Iraq. There are so many different varialble (culture, geography, environment, etc.). A good example of this is Basra. A year ago, things were going well in Barsa. But, a few changes and now things are not so great in Basra, while things are going much better in other parts of Iraq (Anbar, Kurdistan, etc.). Is this a failing of the Brits? Probably not, the environment just changed.
