For the FY 2005 competition, an eligible applicant must demonstrate expertise in historical methodology or the teaching of history and must be are: • Institution of higher education (IHE); • Museum; • Library; • Other public or private agency, organization or institution; or • Consortium of eligible entities. Note: If more than one eligible entity wish to form a consortium and jointly submit a single application, they must follow the procedures for group applications described in 34 CFR 75.127 through 34 CFR 75.129 of the Education Department General Administrative Regulations (EDGAR).
