Who is responsible for remediating (cleaning up) radioactive land?

The person that caused or knowingly permitted the contamination to be in the land will always be the first person responsible for the remediation of the land. Where they cannot be found the owner and/or occupier of the site will be responsible. In certain circumstances, e.g. where none of the above can be found or the radioactivity originated from a nuclear licensed site, we have a duty to remediate.
