Who is the greatest quarterback in the history of the NFL?

I don’t agree with Joe Montana as the greatest. He was the best for the system he played in, and that would be it. He has Super Bowl wins, and MVPs, but so does Terry Bradshaw, so that should never be used in support of Montana, or Brady for that matter. Sammy Baugh changed the passing game, and played both ways. He led the league in passing, punting, and interceptions in one season(1933). Otto Graham set records for completion percentage, and passer rating. He also set standards for winning. In his 7 NFL seasons, he went to the championship 5 times, winning 4. Johnny Unitas turned the passing game into what it is today. Any of these three would be a good choice.
