The Participatory Culture Foundation is a 501c3 non-profit organization whose mission, through software and advocacy, is to build a fairer, more open, and more democratic media space. PCF saw a gap in the marketplace for more open and collaborative subtitling — Universal Subtitles is an attempt to fill that need.
