Who makes up the rules of the Union?

Answer-The members make up the rules. We have a Constitution and By-Laws that have all our rules in it. The By-Laws can only be changed by a vote of the membership at a Union meeting or at a special meeting after the said change to the By-Laws has been read at 3 different Union meetings.
