Who operates lotteries?
A. Official, major lotteries are the domain of governments-at all levels, including federal, state/province, and local. Some governments choose to run the lotteries themselves, but most contract the management and operation of their lottery to a “lottery operator.” GLC works both as a sub-contractor to governments and existing lottery operators. Should a government desire our full suite of services and expertise, we also act fully as a lottery operator. Q.
