WHEN FORMER PRESIDENT JIMMY CARTER shakes hands with members of the Panama Canal Authority on December 14, 1999, it will mark the ceremonial end to a transition that’s been 20 years in the making. The official end will come at noon on Dec. 31, when the U.S. honors a 22-year-old treaty and hands the Panama Canal—and the responsibilities that come with it— to the Republic of Panama.
