Who pays for the demonstration project and the construction of a selected option?
The demonstration project is federally funded up front. If an alternative is selected and implemented, the local non-federal sponsor (in this case, Monroe County) pays 25% of the costs of both the demonstration project and the implemented project. The local sponsor is also responsible for paying 100% of the operation and maintenance costs after a project is implemented, which will vary according to the selected option from thousands to hundreds of thousands of dollars.
