CPS recruits and selects qualified SMEs to help develop and rate each language examination. For the newly designated languages, CPS used standard industry practices in the field of licensure and certification testing to identify and recruit SMEs who possess the knowledge and skills required for test development. Each SME has a postgraduate degree in a related field of study and/or is a recognized expert in the field of the targeted language. SMEs may be either academicians or interpreters. Interpreters hired as SMEs for a language already certified must themselves be certified. For newly designated languages for which a certification examination does not yet exist, experienced interpreters with strong credentials and references are selected to help develop the initial certification examinations. For each newly designated language, only a few interpreters who help fully develop all aspects of the examination are given certification. This is a well-accepted procedure in the field of lice
