Regional Foresters, Station Directors and the Area Director have the authority and responsibility for implementing the volunteers program. This authority, including the authority to negotiate and approve volunteer agreements, may be redelegated to any line officer. (FSM 1830.43) Termination of volunteer agreements may be done by a Forest Service officer. Use Form FS-1800-6, Agreement for Sponsored International Voluntary Services; Form FS-1800-7, Agreement for Individual Voluntary Services, or Form FS-1800-8, Agreement for Sponsored Voluntary Services, to document the service the volunteer is to perform and any terms and conditions governing the service. These forms are the official instruments of authorization for all reimbursements (FSH 1509.11). It is, therefore, desirable to add supplemental information, particularly what incidental expenses the agreement shall and shall not cover and to what extent.
