Well, first, there are no “rules” about the antagonist. *Frequently*, the true *identity* of a primary antagonist is hidden until the end of a story. Just read any murder mystery, if you don’t believe me. That being said, the primary antagonist is Quirrel / Voldy. He is the one working against HP the entire story, *and* the one who is HP’s “foil”, his “arch-enemy” so to speak. Snapy and Draco are both pains in the rear for HP, and so (quite naturally) he suspected (or wanted to suspect) them, but they were never really working against him in the “big picture” level. Indeed, Snapy was, unknown to him, his ally. Quirrel and Voldy cannot really be separated once Quirrel puts on the turban, which he is wearing the first night at Hogwarts. (Fortunately, I just finished re-reading the book last week).
