Who will develop, manage and maintain the Quay & Harbor?
The initial design development and application phases of the project will be managed by SHIP in its capacity as a non-profit, public benefit corporation. At the end of the entitlement and fundraising phase, SHIP will seek the City Council’s direction as to how it wishes to proceed to the development phase. It is currently envisioned that the City, supported by SHIP, will call for competitive proposals from qualified project management firms that will undertake management of the final design and construction. During this process, it is contemplated that the City will identify or establish an organization to operate and maintain the Quay and Harbor upon its completion. The completed Quay & Harbor facility will be managed by a harbormaster, and its operating and maintenance expenses paid from revenue derived from Harbor activities.
