Its entirely up to the unit owner to decide if he wants to pay the transfer fee (.05% of Total Sale Price) from his own pocket or if he will charge it to the new buyer. The negotiations for the transfer are purely between the rightful unit owner and whoever he wants to transfer the unit to.
