Why a service district and not a stormwater utility?
Many communities across the state and the country have implemented stormwater utilities to provide the required funds to meet federal requirements. However, the establishment and administration of a stormwater utility adds a significant overhead expense, whereas the service district approach requires no additional administrative resources. Also, property taxes typically are deductible on state and federal income tax returns, whereas utility payments are not.
