Why are DPRK (North Korean == kIRG_KPSource) glyphs missing from some CJK code charts?

As of Unicode 5.2, a font was not available for representation of kIRG_KPSource glyphs in the main CJK Unified Ideographs block, Ext A, and Ext B. It is possible that KP-Source glyphs will appear in future code charts, if suitable font data becomes available.
