Dutchess County, as well as Orange County and Putnam County, is part of a “non-attainment area”- designated by USEPA in mid-2004. This means the levels of the pollutant ozone, as measured by an air monitoring meter, exceed the established federal standard. A State “non-attainment area” must develop a state implementation plan (SIP) that describes its approach to reducing both the emissions of ozone precursors, and the overall level of ozone in the air. The requirement for the sale of reformulated gasoline in Dutchess County and other lower Hudson Valley counties is part of the current SIP prepared by New York State.
