That’s nature’s way of protecting them. The smaller something is, the harder it is to catch. Also, small things are considered “not worth the chase” by natural predators, because what you gain from all of that chasing is not a filling meal. Lastly, if they were much larger, they might not be able to “hover” as they do, when cross-pollinating flowers.
