I think its not only in the Philippines where offensive driving is an issue, its just a matter of discipline. If your a foreigner its understandable that you get easily offended by that, traffic rules are not strictly implemented all the time (most of the time these drivers get away with traffic rules). Also, driving a passenger jeepney is not easy, they pay “boundaries” to the jeepney operators(those who own the vehicle) and get only a small percentage (perhaps equivalent to minumum salary or even lesser depending on how many passengers they got for the day), and pay for the gasoline, so there is always competition to be fast and to get more passengers.
