Why are male cannabis plants, and industrial hemp illegal if they contain very little THC?

I don’t know why industrial hemp is illegal because I think it contains extremely low amounts of THC. However, male plants can still get you high. I took about two ounces of male bud and boiled it in canola oil to make brownies. Surprisingly I got extemely high off a couple brownies. It was a potent strain of marijuana though. I imagine that some male plants would not get you nearly as high.
