Why are monthly parkers asked to park on upper floors?

To encourage short-term, hourly customer parking we ask monthly parkers to park above a certain floor in most garages. Those hourly customers are the ones that help pay our business expenses and yours, so we want them to keep coming back. If they have to drive to the roof every time they visit, they may not return. Can I let someone else use my permit? No. Your key card and permit are for your use only. Allowing someone else to use your permit may result in cancellation of your monthly parking agreement.
