Why are more parishes “discerning” new members to council? Doesn’t that take away the right of all parishioners to be involved in the process of selecting new council members?

Not at all. The whole parish community participates in the selection process when they nominate men and women to serve on council. They do this most effectively by reflecting on the role and responsibilities of the office, considering the qualities of their fellow parishioners as well as themselves, and encouraging one another to consider serving the parish through leadership.
