Why are rental car taxes so high in France?
I do not know of any specific “taxes” on rental cars in France. There are only 2 taxes coming from authorities: VAT and airport/local tax. All prices in France have to be communicated with VAT included so that must be in the $66 price you mentioned. I would wager that these are mostly extras added by Hertz as a result on an unclear/misleading pricing policy.
