Why are some words allowed in Scrabble not included in a Websters dictionary?

All words labeled as a part of speech (including those listed of foreign origin, and as archaic, obsolete, colloquial, slang, etc.) are permitted with the exception of the following: words always capitalized, abbreviations, prefixes and suffixes standing alone, words requiring a hyphen or an apostrophe.” (source http://www.hasbro.com/…/home.cfm ) Because the players agree on the dictionary of choice for a game of Scrabble, if the dictionary agreed upon is not Webster’s then there is a chance that the words allowed are not in Webster’s. I guess this is to keep the use of more than one language or subject discipline dictionaries out of play.
