Why are the police rounding up cross dressers in Akihabara, Tokyo?
These sorts of crackdowns come and go. Sometimes that sort of thing is tolerated, sometimes not-it all depends. It’s got more to do with the whims of law enforcement officials than anything else. Japanese police have wide latitude to maintain order without getting too legalistic about it. Most likely the local merchants tend to feel that people dancing in the streets are not shopping, so they complain to the cops. It’s likely got more to do with that than the percepetion that cross-dressing is not “normal”.
