Why are there different tuition rates for in-state and out-of-state students?

In most state-supported schools out-of-state students pay higher tuition and student fees. For our online courses out-of-state students pay $5/credit hour more than in-state students but are also subjected to higher student fees as regulated by the Provost’s office.
