Why are there white/gray bars on either side of the Widescreen High Definition TV?

If you are watching a regular TV (4:3) with a standard NTSC signal, the bars on the side of the screen are normal. You can press the “aspect” button to change the mode so that the picture fills the entire screen. Most HDTVs will let you choose between modes such as Zoom, Full and Justified. When the TV is in the Full or Justified mode, the picture is stretched to fill the screen. When the TV is in Zoom mode, the picture is magnified to fill the screen, and the upper and lower parts of the picture will be cut off.
