Why are two different job evaluation schemes being used?

The NJC Scheme is designed to evaluate posts up to scp49 (P5) and our current pay structure goes up to P9. Experiences from other councils has found that the NJC can compress certain areas. It was therefore jointly agreed in a collective agreement in September 2005 that Plymouth City Council would use two schemes, to accommodate the wide spectrum of grades that currently exist.
