Why aren new facilities required to meet greenhouse gas emissions targets for the first three years of operation?
Because it always takes a few years to get a new plant running efficiently, new facilities using cleaner fuels and technologies will have a three-year grace period. This will allow facilities to reach full production and to establish their initial emissions levels. They will then be subject to 2% annual reductions in subsequent years. This reduction will be applied based on their emission intensity level in their third year of operation and taking also into account the performance of cleaner fuels.
