Why aren self-insured customers eligible for the dividend?
Self-insured customers do not pay premiums to Horizon BCBSNJ. They fund their own claim payments and pay Horizon BCBSNJ a fee to administer their health plan. To the extent that these customers experienced lower than expected health care costs, they realize those benefits directly (because they ultimately pay their own claims).
