They can, it just only certain military jets can do this as they need the right framestructure to withstand the air pressure caused by doing this. Fuel efficency is also destroyed by doing this. Due to these problems most supersonic planes wait until they get to the statosphere before going supersonic. It cuts back on the fuel they would burn doing things diffrently. This can be proved by watching videos od air shows where a supersonic jet has done a fly by at supersonic speeds you see the jet fly by and wait a couple of seconds to hear the sonic boom it has caused.
