Good question, however you are incorrect about the roads already being in place, on the north side of the river a 4 / 6 lane road would need to be built from the west end Victoria Docks and have a very steep rise to the eastern end, effectively as long as the runway. The amount of excavation needed to support such a structure on what is predominantly silt would be enormous. Then we have the problem of the foundations for the bridge proper an even greater task than those already mentioned and it is most unlikely that there is enough room between the river and the docks to accomodate the support structure. Double what I have already outlined for the southern route and the problem becomes even more apparent. The scale of demolition involved to accommodate such a structure is beyond any political will to proceed with such a plan.
