Usually a ceiling fan has a switch on it so that you can choose which direction it moves. Generally, if it is moving in an anticlockwise direction, it is to move the cooler air from the floor up to the ceiling. I guess it also depends upon which direction the blades are tilted.

A table fan blows air when turning clockwise so to reverse the fan it would suck the air in. Perhaps ceiling fans draw the air upwards so you dont end up with a tornado in the room but the air can still circulate and have a cooling effect.

Most likely you not reverse the direction of the ceiling fan if has a switch to do so. If it does not have a switch, then whoever hooked up the ceiling fan reversed the wiring. Thus making it run in reverse instead of forward.

The Table fan’s motor is fixed to the stand and its rotor rotates with the fan blades, whereas in case of a Ceiling Fan the Motor rotates and its inner rotor is fixed to the ceiling clamp. If the blades has to run in clock wise direction then it pushes the Fan in anticlockwise direction. It means both the ceiling fan and the table fan both works in the same direction but since its design varies it appears to rotate in opposite direction.

It all depends on which way the blades are angled. Turning clockwise with them angled in as opposed to angled out would create either a blowing or pulling effect on the air. Your ceiling fan and table fan are probably angled opposite each other so they turn different directions to blow the air.
