Why did Mixx keep outer soldier (senshi) names, but not inner?

From what I have heard, Mixx has stated that they were under some kind of obligation to keep the English names for the soldiers/scouts that the anime dub had already produced. So, Ami became Amy and so on. In the first act, we find out Usagi’s name change is to Serena, “but everybody calls [her] Bunny.” However, when the outer soldiers were introduced, they kept their original names (Michiru, Haruka, and so on) instead of using the new dub names (Michelle, Amara…). This could be due to a couple of reasons. The dub is no longer being produced by DiC, it is now being put out by CWI; perhaps Mixx does not have the same legal obligation to keep the names now that anime dub rights have changed hands. Or perhaps the manga needed to come up with names before the CWI dub released it’s own set of new names, since it was pretty recently that the new dub came out. Or, maybe Mixx was never under any obligation to change the names, but decided they wanted to earlier, and did not want to anymore.
