The British government and the actual settlers had different reasons. The Settlers wanted a variety of things. Religion played a large part, but so did he chance to actually get some land and maybe make something that overcrowded Europe couldn’t supply! Some just went for “riches”, which most didn’t succeed at getting. As for the government, well, they wanted a place to send people that they would prefer to get out of the country, they wanted a population in place so the other countries couldn’t take over the entire continent and probably the MOST important thing at the beginning……… LUMBER! The Royal Navy needed to be repaired, kept up, replaced, enlarged etc, etc, etc. The Forests of Europe were almost gone and there was a LOT of lumber in the Americas. Not just for ships, but also for industry. Glass was a “new social high”, and in order to get glass, sand had to be melted…..which takes a LOT of wood or wood to make Charcoal.
