Phase changes only occur on planets that are closer to the sun The phase changes Galileo saw for Venus actually proved that it circled the SUN and not the Earth.

Sorry, but the outer planets DO go through phase changes, but they are very subtle. Galileo’s telescopes may not have had the resolution to see the slight changes in phase from fully circular to gibbous when the outer planets are at quadrature in relation to the the sun and Earth.
