Why do AppFabric Service Bus and Access Control support REST services rather than WS-* protocols for identity?

The support of REST rather than WS-* in the initial release of Access Control (commercially available 04/01/2010) was simply a matter of prioritization at the point and time of that release. We remain committed to our ongoing goals of enabling SSO and authorization for websites, supporting WS-*, and federating with a greater variety of web and enterprise identity providers, in a future release. AppFabric labs showcases some of the next set of enhancements coming which include full WS* support.
