No it doesn’t mean the first time they got married they didn’t commit to their vows….but after many many years some couple want to RENEW their vows almost like saying…here’s to another 25 years or 50 years together…and they may want to add something to their vows…i’m sure it can also be a way for them to express they’re continuing love for eachother in front of they’re family and friends….
