Why do so many Green Line trains stop at Government Center and not continue to Lechmere?

Not authoritative, but I believe there is a U-turn point for the green line trains between Gov’t Center and Haymarket. Since they don’t need that many trains to handle the eastbound traffic out of Gov’t Center, many do U-turns to handle the westbound traffic with its four branches.
