If Kate Moss wore that in the US it won’t cause quite a stir but since she is in Istanbul Turkey where the culture is different and the people there has a tendency to be more conservative than in the Western countries like the US. Sources: This is my opinion.

Kate Moss wore an inappropriate dress to the opening of the exhibition of photographs by late fashion photographer Mert Alas & Marcus Piggott, in the Turkish city of Istanbul. Boyfriend Jamie Hince accompanied Moss, as did her 5 year-old daughter Lila Grace. Besides concern over how grace might feel seeing her mother expose herself in public, the city of Istanbul is 94% Muslim, and they don’t approve of this sort of exhibition of a woman’s body.
