Why does each STM involve kids from only one school district?

I have discussed the idea of involving two districts in the same program with the participating teachers. They are not in favor of this approach because of potential school/student comparison, competition and rivalry. In addition, it is easier for the students to discuss the selected issue more freely with young people they know from their own communities.
