Most likely it’s because you’re installing Bricolage on Red Hat 8 or later and haven’t got ’round to reading README.RedHat. In fact, a fair number of Perl modules will fail to install or test properly with Perl 5.8 on Red Hat 8. This is because Red Hat is configured such that it defaults to a Unicode character set. Bricolage prefers this, of course, since all Bricolage data is stored in the database in Unicode.
