Why does my ATC-601 decode the incorrect Country of Origin when the aircraft address is set to 711xxxxx (octal)?

This problem occurs when a Brazilian airframe is tested and the country of origin is displayed. If the ICAO (octal) address for the airframe is set with 710xxxxx or 712xxxxx, the ATC-601 will decode the country of origin correctly and display ” Brazil”. However, if the ICAO (octal) address for the airframe is set with 711xxxxx, the ATC-601 will decode the country of origin incorrectly and display ” Lebanon”. This said, if the correct ICAO address and Tail Number prefix are displayed on the ATC-601, the airframe has passed the test criteria per FAR part 43 Appendix F, even though the Country of Origin is incorrect. Decoding the Country of Origin is not part of the FAR part 43 Appendix F test criteria. The Country of Origin displayed on the ATC-601 is simply a courtesy to the user for troubleshooting.
